Andre Saumier
Andre Saumier has extensive experience in development work. He is currently Director General (based in Montreal) and previously Resident Director (based in Ha Noi, Viet Nam, 1996-2001) of CIDA-funded ODA advisory project in Viet Nam ‘Policy Implementation Assistance Project’ Formerly, he was the Director based in Almaty (Kazakhstan) of USAID Project ‘Development of Capital Markets in Kazakhstan’ and the Advisor on Capital Markets, based in Jakarta (Indonesia), to Harvard Institute for International Development (HIID).
He also has a career in business. He was the Founding Chairman of Saumier Morrisson & Davidson Partners, a Montreal-based investment dealer and banker, the President and CEO, Montreal Stock Exchange, a Member of the Board of Directors of the Canadian Depository for Securities, and Senior Vice-President & Member of the Executive Committee, Richardson Greenshields of Canada, an international investment dealer and banker.
Prior to entering the business community, he worked for the Government of the Province of Quebec, and the Government of Canada. For the Government of the Province of Quebec, he was successively Deputy Secretary General of the Cabinet Office and Deputy Minister of Natural Resources [Energy, Mines, Water] and for the Government of Canada, successively Assistant Deputy Minister of Rural Development, of Regional Economic Expansion, and of Urban Affairs
He is an Officer of the Ordre National du Niger; and was awarded the Medal of Honor of the Government of Viet Nam.
